Scope of the Statement
The purpose of this statement is to set out Highland Archive Service’s commitment to supporting research that is conducted responsibly and in line with our values. It explains how we expect researchers to engage with our collections in ways that uphold integrity, respect, and transparency, while recognising the importance of feedback in shaping and improving our own practices and ensuring that the historical record is used for the benefit of present and future generations
It should be read in conjunction with the Collections Management Policy, and Engagement Policy and other policy documents.
Mission Statement
Highland Archive Service, as part of High Life Highland, enables The Highland Council to fulfil its legal responsibility to preserve and provide access to its public records. Alongside this core function, we are dedicated to collecting, conserving, and making accessible, records that reflect the history and diversity of the Scottish Highlands and its inhabitants. We strive to make these collections as widely accessible as possible in our Archive Centres, through a variety of digital channels, and via an active community engagement programme.
Our mission is to benefit present and future generations, promoting the use of these records in:
• informing local decision-making
• strengthening community and cultural identity
• engaging with communities in ways that enhance learning, representation, inclusion, and equity
• improving health and wellbeing through the study and enjoyment of history
• Making Life Better for everyone, across Highland communities and beyond
Ethical Research Statement
HAS is committed to ensuring that research using our collections reflects the same values that guide our mission: openness, respect, and responsibility. Alongside our core function of preserving and providing access to public records, we actively promote research that benefits present and future generations and strengthens community and cultural identity.
We expect all research undertaken with our collections to:
• Uphold honesty and accuracy, ensuring sources are represented truthfully and Highland Archive Service is acknowledged appropriately.
• Demonstrate rigour and responsibility, applying sound methods and respecting the physical and intellectual integrity of archival materials.
• Respect the rights and dignity of individuals and communities, recognising the diversity of the Scottish Highlands and safeguarding sensitive information.
• Promote inclusion and equity, engaging with our collections in ways that enhance learning and representation.
• Maintain accountability and transparency, declaring any conflicts of interest and reporting concerns promptly.
Feedback and Continuous Improvement
As part of our commitment to ethical practice, we actively seek feedback from those who use our services and access our collections. This feedback is not only used to improve customer experience but also informs our own research and development activities. Where our research involves feedback from children or schools, we obtain informed consent from parents/guardians and follow child protection and data protection regulations to ensure the rights and welfare of all participants are respected.
By incorporating community perspectives into our research, we ensure that our work remains relevant, inclusive, and reflective of the needs and aspirations of Highland communities and by embedding these principles in our practice, we aim to foster trust and encourage research that informs decision-making, supports wellbeing, and celebrates Highland heritage.
Policy Review Schedule
This statement was issued in November 2025 and will be reviewed and updated as necessary every three years or earlier if a response is needed to any changes in legislation.
