Withdrawal of highlife Budget Card

High Life Highland has made the decision to withdraw the Budget Card membership. If you're a current or former Budget Card holder with questions about what this means for you, this page aims to address your concerns and provide clarity on the changes being made.

What has happened to the Budget Card?

The Budget Card is no longer available for new applications due to complexity, increased misuse and sustainability challenges with the price per activity having remained at 50p for over 20 years.

Why are you making this change now?

The Budget Card has been around for over 20 years and is no longer fit for purpose with the benefits system having evolved during that time. We have to continually review and consider the fairness of our products while ensuring that those households on the lowest incomes are supported.

I have a Budget Card – what happens now?

Current Budget Card holders are protected until December 2026, subject to routine eligibility checks. We will contact customers later in the year to discuss other membership options.

Was the withdrawal of the Budget Card communicated to customers?

Yes. All Budget Card customers, that had used their cards in the 12 months up to December 2025, were emailed about its withdrawal on 15th December 2025, with a follow up email sent May 2026. This email informed Budget Card holders that this membership product was being phased out, the reasons for this, and what other membership options might be available.

Who qualified for the Budget Card?

The Budget Card was financially means tested and aimed at helping those on the lowest incomes. People did not automatically qualify for the Budget Card. Due to the complexity of establishing the person's eligibility based on the benefits they were in receipt of had resulted in abuse of misuse.

Will High Life Highland still have a discounted membership option going forward?

Yes, we have introduced the Active Scheme. This does not replace the Budget Card – this is a new membership product.

Does the Active Scheme replace the Budget Card?

No. The Active Scheme is a new membership offering with different qualifying criteria. It is a simpler, fairer, and more sustainable scheme that targets support to those most in need and reduces misuse.

Why do customers have to pay more than before?

Customers on the Budget Card paid 50p per activity which had gone unchanged for over 20 years, while costs to run our leisure centres increased significantly. The Active Scheme does not replace the Budget Card. It is a new product with a new pricing structure designed to help those most in need with access to activities at heavily reduced prices.
